On the Butte County LAFCO site, I took snapshots of their pages. This one shows that their pdf file under Intro can't be downloaded. The pdf files show up in a red color if they can be downloaded. Go to the site, and see for yourself. This public information is supposed to be available. It is not. It is on other LAFCO sites though. What are they hiding?
